And what is 80% Technical?

In answer to your questions.

Sodium Chlorite when produced is in liquid form.
Sodium Chlorite up to 5% is non Hazchem.
31% Sodium Chlorite is the maximum produced and allowed to be shipped anywhere in the world in liquid form.

80% Tech grade powder is the liquid form after drying and contains 20% of impurities. Dangerous stuff!
