Obviously they are looking for ways to make up for the loss in tax dollars due to the poor economy. All they are doing is trying to find another way to tax people who do not have the money to spend in the first place.

I would seriously doubt it. But that is not a problem. In typically governmental logic they would just hire more people to work the system. Of course this naturally will require that taxes be raised to pay it.
